file(DOWNLOAD): Change EXPECTED_HASH to take ALGO=value

Browse Source 
Make the EXPECTED_HASH option take only a single value instead of two to
avoid handling sub-keyword arguments.  This is also consistent with
URL_HASH in ExternalProject.
