CTest: Teach ctest_coverage() to read CTEST_COVERAGE_EXTRA_FLAGS

Browse Source 
Use it to set the CoverageExtraFlags value just as COVERAGE_EXTRA_FLAGS
does in the CTest module for creating DartConfiguration.tcl.
