Modules: Record system inspection steps in the configure log

Browse Source 
Replace old-style `file(APPEND .../CMake{Output,Error}.log)` logging
with calls to `message(CONFIGURE_LOG)` to record the steps in the
`CMakeConfigureLog.yaml` configure log instead.

Issue: #23200
