Ninja: Document that Fortran support is available with Ninja 1.10+

Browse Source 
Ninja 1.10 was released in Jan 2020 and has the features we need
to support Fortran.  Replace documentation that mentions Kitware's
branch with mention of Ninja 1.10+ instead.
