5ffb9c9901 update-third-party: sync with upstream 
Fixes usage on Apple and defers shortlog generation until it is
necessary.

98e410c4db git-fetch-file: track update-common.sh 
Support using `git fetch-file`[1] to keep `update-common.sh`
synchronized with its upstream.
