1faf60cffc Tests/FortranC: Handle empty CMAKE_OSX_SYSROOT
The compiler inside Xcode requires an explicit `-isysroot`.
Replace it with the `/usr/bin/cc` wrapper.

509e8be784 LFortran: Add support for mixed-language linking with Fortran
Parse implicit link information for this compiler to support
mixed-language linking. This was missed by commit 98d0f918ba (LFortran:
Add support for this compiler, 2024-01-25). Also activate mixed-language
test cases that would have caught this.

f53bd6f450 Tests: Bump CMake minimum required in tests to 3.5
CMake 3.27 deprecates compatibility with CMake < 3.5. Update tests that
do not cover older interfaces to avoid the deprecation warning.

Follow the pattern from:

* commit 7b07ccdd2b (Tests/*Only: Update cmake_minimum_required versions,
                     2020-06-15, v3.19.0-rc1~629^2~1)

* commit 72e7c45e98 (Tests: Bump CMake minimum required in tests to 2.8.12,
                     2020-12-22, v3.20.0-rc1~224^2)

* commit f6b4db365a (Tests: bump cmake_minimum_required version to 2.8.12,
                     2021-04-04, v3.21.0-rc1~372^2)

Also remove explicit `cmake_policy` settings made redundant by the
version.

0301779e85 LLVMFlang: Add support for mixed-language linking with Fortran

72e7c45e98 Tests: Bump CMake minimum required in tests to 2.8.12
Since 3.19, CMake generates a deprecation warning when using a minimum
version less than 2.8.12. This eliminates those warnings generated
during tests, which are typically hidden from the user and developer but
are being generated nonetheless.

29c3edb87a Avoid if() quoted auto-dereference
When testing CMAKE_<LANG>_COMPILER_ID values, do not explicitly
dereference or quote the variable. We want if() to auto-dereference the
variable and not its value. Also replace MATCHES with STREQUAL where
equivalent.

1ac1058272 Honor real language flags in FortranC.Flags test
The test overrides the CMAKE_C_FLAGS and CMAKE_Fortran_FLAGS to test
passing a specific flag to the compiler wrapper scripts. We fix it to
honor any outside flags needed for the real compiler.

0306080e6e FortranCInterface: Support '=' in language flags
The commit "FortranCInterface: Honor language flags in checks" taught
the FortranCInterface module to pass C and Fortran flags into its
detection and verification checks. We improve on the change to allow
the '=' character in the language flags. This requires passing the
cache entry type with the -D options.

555fcbd2e2 Test FortranCInterface flag propagation
We create test FortranC.Flags to try passing per-language flags from a
project into its FortranCInterface detect/verify checks. We wrap the
compilers with scripts that enforce presence of expected flags.
