3a4791548d Deprecate compatibility with CMake versions older than 3.5
Issue a deprecation warning on calls to `cmake_minimum_required` or
`cmake_policy` that set policies based on versions older than 3.5.
Note that the effective policy version includes `...<max>` treatment.
Update the check from commit 5845c218d7 (Deprecate compatibility with
CMake versions older than 2.8.12, 2020-06-12, v3.19.0-rc1~629^2).

6845e2559d Add deprecation warnings for policies CMP0065 and below
The OLD behaviors of all policies are deprecated, but only by
documentation.  Add an explicit deprecation diagnostic for some policies
to encourage projects to port away from setting policies to OLD.

402bf096ec CMP0064: Fix recorded version of introduction to be 3.4
This policy was added for CMake 3.4 but accidentally recorded as 3.3.
Fix this and update the RunCMake.CMP0064 test WARN case accordingly.

14e49ed156 if: Add "TEST <test>" condition
if(TEST TestNameThatExists) will return true if a test with the name
TestNameThatExists has been added with add_test.  The syntax is similar
to if(TARGET TargetName).  Since use of "TEST" as an argument to if()
could previously be interpreted as a non-keyword argument, add policy
CMP0064 to treat it as a keyword as NEW behavior.
