Robert Maynard ec66af2026 Genex: CompilerId now can match against a list of ids. 
This allows for expressions like:
 $<$<CXX_COMPILER_ID:Clang,GNU>:-DMY_PRIVATE_DEFINE>

Stephen Kelly f0005bb484 Tests: Verify generate-time policy scope behavior. 
If some day there are no policies checked through the makefile at generate time,
this can be fixed.
