The add_custom_command(TARGET) form does not support a
DEPENDS keyword, but it was silently ignored up to now. It will
soon be reported as an error, so remove the DEPENDS. The
behavior will be the same as before.

* Replace '::' by '.. code-block:: cmake' wherever it makes sense.
* Convert to definition list where appropriate.
* Prefer '<placeholder>' over 'placeholder'.
Attempting to use AndroidTestUtilities to simply install some local
files on device can result in the following error:
Neither ExternalData_URL_TEMPLATES nor ExternalData_OBJECT_STORES is set
We no longer require these ExternalData-specific variables to be set if
no such remote data files are requested.

Add a module to manage the data needed for the project tests. It will
move the test data to the build directory and transfer necessary data to
an Android device if that is enabled.
