0c709cb2a2 Add deprecation warnings for policies CMP0063 and below 
The OLD behaviors of all policies are deprecated, but only by
documentation.  Add an explicit deprecation diagnostic for some policies
to encourage projects to port away from setting policies to OLD.

1c3918ff02 RunCMake: Remove unneeded files. 
The default expectation of RunCMake tests is empty content, so there
is no need to specify it.

d54617d006 break: Add policy CMP0055 to check calls strictly 
Reject break() without loop scope or any arguments.
