scivision 7fa0057c74 Help: emphasize need for VS Integrations with oneAPI Fortran
Be more explicit that VS Integration is required to use
Intel Fortran with MSVC.

It is common that users do not have VS Integration installed because
oneAPI is then only usable with a narrow range of MSVC versions,
even when oneAPI is used by itself with MSVC as the required backend.
Without VS Integration, a wide range of MSVC versions work as the
backend to oneAPI on Windows.

Brad King 43d218d970 VS: Add support for using Intel oneAPI Fortran compiler in .vfproj files
Add a `fortran={ifort,ifx}` field to `CMAKE_GENERATOR_TOOLSET` to
specify which Intel Fortran compiler to use.

Brad King 608ef8a6fc VS: Add a mostly-undocumented hook to load custom JSON flag tables
The names and formats of our VS flag tables are internal implementation
details.  However, some institutions need to maintain support for
non-public VS platforms and toolsets.  Provide a hook that their
projects can use to load custom flag table files.  This helps avoid
distributing a custom CMake package within such institutions.

Document the hook itself, but explicitly specify that the files the
hook loads are not considered a stable interface.

Basil Fierz 5f13168419 VS: Add option to select the version of the toolset used by VS 2017
Add new `version=` parameter in the toolset setting to select the
version.  Add variable `CMAKE_VS_PLATFORM_TOOLSET_VERSION` to hold the
version, if one is set (blank indicates default).

Brad King 7df38939f9 Help: Move generator toolset support details to variable docs
Move the details about support for generator toolset specification
to the `CMAKE_GENERATOR_TOOLSET` variable documentation.  This is
a more suitable place because it is shared by all means to set this
variable, not just the `cmake -T` option.

Brad King 528e8af19f Allow a toolchain file to specify a generator toolset
Delay use of CMAKE_GENERATOR_TOOLSET until the CMakeSystem.cmake
file has been configured and loaded during the first project() or
enable_language() command.  This gives the toolchain file named by
CMAKE_TOOLCHAIN_FILE a chance to set CMAKE_GENERATOR_TOOLSET.  This
point is still early enough to set the generator toolset prior to
the initialization of any languages that might use the toolset.

The cmake::GeneratorToolset member variable remains an indication
of what was specified by the -T option or loaded from the cache.
It does not need to be updated based on the toolchain file setting.
The cmMakefile::TryCompile can still pass cmake::GeneratorToolset
into the inner instance because the try-compiled project will do
platform and language initialization using the CMakeSystem module
configured for the outer project.

Extend the RunCMake.GeneratorToolset test with cases that use a
toolchain file to set CMAKE_GENERATOR_TOOLSET.

Run the convert-help.bash script to convert documentation:

 ./convert-help.bash "/path/to/CMake-build/bin"

Then remove it.
