Adds support for "symbolic" components, which represent feature-level
capabilities of a package that do not correspond to actual build targets.
These are modeled as pseudo-targets, using the INTERFACE type as a base,
and can be queried via:
get_target_property(... <tgt> "SYMBOLIC")
This enables consumers to declare requirements on optional features
(e.g., SSL support) even when they do not map to concrete targets.

The recently introduced CMP0200 warnings could lead to a crash when
encountering targets with empty configuration values. Avoid calling
substr on an empty `string_view`.

CMake historically has forced an `objects[-<CONFIG>]/<TARGET_NAME>`
subdirectory under an `OBJECT` library installation's `OBJECTS
DESTINATION` which may be unwanted. Support skipping this component
with a target property.
The recently introduced CMP0200 improved configuration selection, but
did not correctly implement case-insensitivity. Add some additional case
smashing to ensure that matching is not case sensitive. Improve the test
which was passing due to falling back to the first listed configuration
rather than selecting a matching configuration.
Create a brand new implementation of `cmTarget::GetMappedConfig` which
prioritized a target's `IMPORTED_CONFIGURATIONS` as the 'source of
truth' for what configurations are available. In particular, this means
that configuration selection when `IMPORTED_CONFIGURATIONS` is set does
not depend on the library type in any manner. The fallback logic also
uses a more consistent 'usability' criteria that should result in more
consistent configuration selection, particularly for `INTERFACE`
targets.
The previous implementation is retained as a separate method for users
requesting the OLD behavior.

Note that this does lose the backtrace information. It also, however,
makes `PRECOMPILE_HEADERS_REUSE_FROM` a non-magic property now.
Previously, appending to the property would miss all of its behaviors
(or leave existing setup in-place which is no longer relevant
post-append). Rather than making a policy to block appending, just defer
all logic to generation time.
Now that generation can work with any way the state gets to the way it
is, just do the target enforcement at generation time. This allows PCH
reuse targets to be declared before or after targets which use them.
Also update `cmLocalGenerator` to use the methods now that they reliably
provide values rather than parallel construction.
The property settings set things up once, but nothing ensures that
post-reuse hookup that any property changes propagate. Instead, when
computing PDB information, if PCH reuse is enabled, just always use its
values.
Also drop enforcement at generate time of property value consistency as
it is now ignored when PCH reuse is in effect.
Additionally, if a target is PCH-reused, generate a PDB output directory
for it.
The `PchReuseFromIgnoreOwnProps` test failed previously because the
post-reuse link update of the consuming `PDB` properties are no longer
considered. The `PchReuseFromUseUpdatedProps` failed because the
post-reuse link did not update the copy of the properties added to
consuming reuse target properties.
Add the concept of "origin" to cmTarget. For now, only CPS targets get a
unique origin, but this might be expanded in the future. This will allow
us to implement different behaviors based on a target's origin.
In particular, this has been requested as a means of addressing #26998
and #27022.

Add a `AUTOMOC_INCLUDE_DIRECTORIES` target property and a corresponding
`CMAKE_AUTOMOC_INCLUDE_DIRECTORIES` variable to initialize it.
This is useful for targets that do not need moc to search include
directories from all dependencies.

Replace our hard-coded default for `/RTC1` with a first-class
abstraction to select runtime checks from an enumeration of logical
names. Add a `MSVC_RUNTIME_CHECKS` target property and corresponding
`CMAKE_MSVC_RUNTIME_CHECKS` variable.
Removing the old default flag requires a policy because existing
projects may rely on string processing to edit them and choose
runtime checks under the old behavior. Add policy CMP0184 to
provide compatibility.

Teach `export()` and `install(EXPORT)` to record this setting on the
imported targets they generate. Make this property's non-presence
authoritative on imported targets since they represent what was built
elsewhere.
Add a way to specify, in a portable way, to raise an error for any
warning during the link step. For that purpose, define:
* CMAKE_LINK_WARNING_AS_ERROR variable
* LINK_WARNING_AS_ERROR target property

Add a target property that will be read on unity file generation to
attempt to use a relative path to the source file from the CMake Source
Directory or the generated unity file. Additionally add the CMake
Source Directory and the CMake Binary directory to the include path of
the generated unity files.

Traditionally CMake generates link lines by starting with the direct
link dependencies specified by `LINK_LIBRARIES` in their original order
and then appending indirect dependencies that the direct dependencies
do not express. This gives projects control over ordering among
independent entries, which can be important when intermixing flags
and libraries, or when multiple libraries provide the same symbol.
However, it may also result in inefficient link lines.
Add support for an alternative strategy that can reorder direct link
dependencies to produce more efficient link lines. This is useful
for projects that cannot easily specify their targets' direct
dependencies in an order that satisfies indirect dependencies.
Add a `CMAKE_LINK_LIBRARIES_STRATEGY` variable and corresponding
`LINK_LIBRARIES_STRATEGY` target property to select a strategy.
