e194caa5a3 OpenWatcom: Add correct support for 16-bit Windows
This add correct Open Watcom support for 16-bit Windows 3.x.
It replace existing strange mixture with WIN32 stuff which implement 16-bit Windows target partially as part of WIN32 stuff.
Now pre-defined OS ID Windows3x is used instead of confusing WIN32.
It support properly 16-bit and 32-bit application for 16-bit Windows host.
32-bit applications are build with OW WIN386 extender.

It is used similar as for other platforms by set CMAKE_SYSTEM_NAME=Windows3x and CMAKE_SYSTEM_PROCESSOR=I86 for 16-bit application or CMAKE_SYSTEM_PROCESSOR=x86 for 32-bit WIN386 extender application running on 16-bit Windows 3.x.
CMAKE_SYSTEM_NAME=Windows is used only for WIN32 applications.

10623a51a0 OpenWatcom: Refactor population of standard include directories
Add setup of system include directories to language related macro to remove extra lines for C and CXX.
System include directories are always same for both languages (they are defined per platform).

33da5824ac OpenWatcom: Allow specifying the runtime library
Add a `CMAKE_WATCOM_RUNTIME_LIBRARY` variable to control the
runtime library selection.  Add policy CMP0136 to switch to
in place of the old hard-coded default flags.

56c759b000 Per-language Win32/Console flags
Allows using different compilers with different flags for different languages.
For example Clang with GNU-like commandline for CXX and MSVC as host compiler
for CUDA.

Should help with #21914.

f6d6dbc293 Make CMAKE_LINK_LIBRARY_FILE_FLAG work like CMAKE_LINK_LIBRARY_FLAG
The `CMAKE_LINK_LIBRARY_FILE_FLAG` variable is meant for linkers that
want library file paths to be preceded by a flag.  This is used only
for OpenWatcom to add the `library` argument before library file paths.
Refactor the approach to treat `CMAKE_LINK_LIBRARY_FILE_FLAG` as a
command-line string fragment to add just before the library file path.
This has two advantages:

* `CMAKE_LINK_LIBRARY_FILE_FLAG` now works like `CMAKE_LINK_LIBRARY_FLAG`.
* `CMAKE_LINK_LIBRARY_FILE_FLAG` can now be an attached flag whose value
  is the library file path.

Technically this is a change in behavior, but this setting was created
for internal use and should be rarely used outside of CMake itself.

86578eccf2 Simplify CMake per-source license notices
Per-source copyright/license notice headers that spell out copyright holder
names and years are hard to maintain and often out-of-date or plain wrong.
Precise contributor information is already maintained automatically by the
version control tool.  Ultimately it is the receiver of a file who is
responsible for determining its licensing status, and per-source notices are
merely a convenience.  Therefore it is simpler and more accurate for
each source to have a generic notice of the license name and references to
more detailed information on copyright holders and full license terms.

Our `Copyright.txt` file now contains a list of Contributors whose names
appeared source-level copyright notices.  It also references version control
history for more precise information.  Therefore we no longer need to spell
out the list of Contributors in each source file notice.

Replace CMake per-source copyright/license notice headers with a short
description of the license and links to `Copyright.txt` and online information
available from "https://cmake.org/licensing".  The online URL also handles
cases of modules being copied out of our source into other projects, so we
can drop our notices about replacing links with full license text.

Run the `Utilities/Scripts/filter-notices.bash` script to perform the majority
of the replacements mechanically.  Manually fix up shebang lines and trailing
newlines in a few files.  Manually update the notices in a few files that the
script does not handle.

Document these variables.

Change our convention for setting these variables from:

    set(CMAKE_EXE_LINKER_FLAGS_INIT "...")

to

    string(APPEND CMAKE_EXE_LINKER_FLAGS_INIT " ...")

so that any value previously set by a toolchain file will be used.

Document these variables.

Change our convention for setting these variables from:

    set(CMAKE_C_FLAGS_INIT "...")

to

    string(APPEND CMAKE_C_FLAGS_INIT " ...")

so that any value previously set by a toolchain file will be used.

Automate the conversion with:

    sed -i 's/set *(\(CMAKE_\(C\|CXX\|Fortran\|RC\|ASM\|${[^}]\+}\)_FLAGS\(_[^_]\+\)\?_INIT \+"\)/string(APPEND \1 /' \
      Modules/Compiler/*.cmake Modules/Platform/*.cmake

and follow up with some manual fixes (e.g. to cases that already
meant to append).  Also revert the automated changes to contexts
that are not protected from running multiple times.

cdde77e5f6 OpenWatcom: Partially modernize platform information modules
Migrate from the old `<os>-<cc>.cmake` layout to the modern
`<os>-<id>-<lang>.cmake` layout.  Keep settings common to C and C++ in a
`Windows-OpenWatcom.cmake` helper module with an include blocker.
For now just add both C and CXX settings in the helper module.
