Previously we used separate placeholders for builtin linker flags:
* CMAKE_<LANG>_LINK_FLAGS for EXECUTABLEs
* CMAKE_SHARED_LIBRARY_CREATE_<LANG>_FLAGS for SHARED libraries
* CMAKE_SHARED_MODULE_CREATE_<LANG>_FLAGS for MODULE libraries
These are now always replaced by the empty string, so drop them
from our rule variables.
This variable define how the link step is done. Possible values are:
* DRIVER: the compiler is used as driver for the link step
* LINKER: the linker is used directly for the link step.
The IAR linker silencer flag was previously hardcoded in
`CMAKE_${lang}_LINKER_EXECUTABLE`. Move the flag to a place that is
under the end user's control. The default behavior (silenced linker) is
not changed.

If a project or user sets a variable or cache entry named `C` or `CXX`,
we were previously comparing those language names to the value of that
variable, rather than the name itself. Double-quote the string to take
advantage of policy `CMP0054`, but also add "x" prefixes to support
projects that do not set the policy.
This extends a similar fix from commit c8eb357738 (CompilerId: Tolerate
variables named for languages, 2021-06-17, v3.21.0-rc1~9^2).
There was a mismatch in the executable suffix between the compiler
detection and try_compile. This resulted in the generated executable
having a different suffix than what try_compile was looking for.
The IAR module is changed to use the same suffix as try_compile.

The search logic for the IAR linker, librarian and related tools is
moved from `Modules/Compiler/IAR-FindBinUtils.cmake` to
`Modules/CMakeFindBinUtils.cmake` by introducing an new elseif block
for the IAR toolchain.
The search logic was refactored to omit repeating itself.

Update the IAR linker and archiver rules to use the `<CMAKE_LINKER>`

GitLab now uses a `/-/` component between the `group/project` part of
the URL and the `{issues,merge_requests,tree}` part so that it can
support `group/subgroup/project` with arbitrary depth.
Some are user facing.

Make the implementation for this compiler more complete.
IAR has multiple C++ modes, historically they were reduced c++ versions
for embedded that gradually improved to the full standard (which can be
reduced again by e.g. disabling rtti and exceptions). The new
implementation picks the best available, but the c++ mode can also be
overridden by defining `CMAKE_IAR_CXX_FLAG`.
Add C/C++ standard flags so that all modes up to and including the last
supported standard are defined.
