In commit da5ac4bb60 (cpack: Add `CPACK_INSTALL_CMAKE_CONFIGURATIONS`
variable, 2019-07-10, v3.16.0-rc1~165^2) we added both the variable
and support for `cpack -C` with multiple configurations. Drop the
variable because the `package` target cannot ensure that all of the
configurations are built. Keep the command-line interface so that
it can be used manually in scripts.

For the multi-configuration generators one can specify the list
of configurations to include in the package.
E.g. having a project, where debug libraries have a suffix to
distinct them from the release builds, one can build the package
containing both `Debug` and `Release` binaries.
Print the name of the **cmake** executable in boldface, so that it does
not appear less prominent than other shell commands (which are underlaid
with links). Similarly the other tool manuals.
In particular, make clear that package/installer generators
are not the makefile generators of the cmake command.
Also insert sections in CPack doc, and capitalize section titles.
Minor rewording around the updated link and extra blank line
added to improve readability and remove a potential
ambiguity around the same area.

This is primarily a cleanup of the cpack(1) page. The cpack.cxx file
and CPack module were also updated to make the docs relating to
the generator specification and option names consistent in all
three places.
Add the man page description line as explicit markup at the top of each
Help/manual/*.rst file and scan it from conf.py to automatically
generate the man_pages Sphinx configuration value. This reduces the
number of places that need to be changed when a new manual is added.
Make the standard --help-* options available from all command-line
tools. Drop options that are no longer supported:
--copyright, --help-full, --help-html, --help-man,
--help-compatcommands, --help-custom-modules
De-duplicate Help/manual/*.1.rst help options by using an
OPTIONS_HELP.txt file included from each manual.
Add "Synopsis", "Description", and "See Also" manual page section
headers. These are typical of .1 man section pages. Also de-duplicate
the See Also section links using a separate LINKS.txt file included from
each manual.
