The OLD behaviors of all policies are deprecated, but only by
documentation. Add an explicit deprecation diagnostic for policies
introduced in CMake 3.9 and below to encourage projects to port away
from setting policies to OLD.
Other multi-word command line options use hyphens to separate
the words, so the --loglevel option introduced in CMake 3.15 was
inconsistent in this regard. Rename it to --log-level but still support
the original --loglevel name to preserve backward compatibility.
Add notes for the changes from commit 33c7ea513d (CPackDeb: Use
`CPACK_PACKAGE_DESCRIPTION_FILE`, 2019-07-11).

Add section headers similar to the 3.15 release notes and move each
individual bullet into an appropriate section. Revise a few bullets.
Drop bullets covering internal interfaces.

Update documentation for the change made by commit e6c9a8bac3 (cmake:
Teach -E remove_directory to remove directory symlinks, 2019-08-26).
Also add a release note.

For the multi-configuration generators one can specify the list
of configurations to include in the package.
E.g. having a project, where debug libraries have a suffix to
distinct them from the release builds, one can build the package
containing both `Debug` and `Release` binaries.
When running `pkg_search_module`, it may be useful to get the matching
module name in order to run `pkg_get_variable`.
`pkg_search_module` now defines `<prefix>_MODULE_NAME` which contains
the first matching module name.
