Marc Chevrier c688b401d3 cmstd: Modernize CMake system headers
Provide a standardized way to handle the C++ "standard" headers
customized to be used with current CMake C++ standard constraints.
Offer under directory `cm` headers which can be used as direct
replacements of the standard ones.  For example:

    #include <cm/string_view>

can be used safely for CMake development in place of the `<string_view>`
standard header.

Brad King 74f2c0ea56 cmCTestTestHandler: Remove extra layer of parentheses
A condition in `ComputeTestListForRerunFailed` contained an extra layer
of parentheses.  Remove them.  The condition itself is correct because
an empty list means "all tests" so we want to include the current test.

Sebastian Holtermann 9b334397f5 Source sweep: Use cmStrCat for string concatenation
This patch is generated by a python script that uses regular expressions to
search for string concatenation patterns of the kind

```
std::string str = <ARG0>;
str += <ARG1>;
str += <ARG2>;
...
```

and replaces them with a single `cmStrCat` call

```
std::string str = cmStrCat(<ARG0>, <ARG1>, <ARG2>, ...);
```

If any `<ARGX>` is itself a concatenated string of the kind

```
a + b + c + ...;
```

then `<ARGX>` is split into multiple arguments for the `cmStrCat` call.

If there's a sequence of literals in the `<ARGX>`, then all literals in the
sequence are concatenated and merged into a single literal argument for
the `cmStrCat` call.

Single character strings are converted to single char arguments for
the `cmStrCat` call.

`std::to_string(...)` wrappings are removed from `cmStrCat` arguments,
because it supports numeric types as well as string types.

`arg.substr(x)` arguments to `cmStrCat` are replaced with
`cm::string_view(arg).substr(x)`

Sebastian Holtermann 935fbe0b04 cmStringAlgorithms: Add cmStrToLong and cmStrToULong
This adds the following functions to cmStringAlgorithms:
- `cmStrToLong`: moved from `cmSystemTools::StringToLong`
- `cmStrToULong`: moved from `cmSystemTools::StringToULong`

Overloads of the given functions for `std::string` are added as well.

Sebastian Holtermann e91bfe440c cmMakefile: Let AddDefinition accept a value as cm::string_view
This changes `cmMakefile::AddDefinition` to take a `cm::string_view` as value
argument instead of a `const char *`.

Benefits are:
- `std::string` can be passed to `cmMakefile::AddDefinition` directly without
  the `c_str()` plus string length recomputation fallback.
- Lengths of literals passed to `cmMakefile::AddDefinition` can be computed at
  compile time.

In various sources uses of `cmMakefile::AddDefinition` are adapted to avoid
`std::string::c_str` calls and the `std::string` is passed directly.
Uses of `cmMakefile::AddDefinition`, where a `nullptr` `const char*` might
be passed to `cmMakefile::AddDefinition` are extended with `nullptr` checks.

Brad King 71fbebd1dc IWYU: Fix handling of <memory> standard header
An old workaround for `std::allocator_traits<>::value_type` lints from
IWYU on `std::vector<>` usage breaks IWYU's handling of `<memory>`.
Convert the workaround to use the same approach we already use for a
workaround of `std::__decay_and_strip<>::::__type` lints.  Then update
the `<memory>` inclusions to follow the now-correct IWYU lints.

Artur Ryt 2d66567dca Modernize: Prefer .substr in place of .c_str() + int
A lot of temporary/local strings were created out of C-strings
substr can utilize current string size, so in theory be a little
more efficient.

Brad King 50572d638b set_directory_properties: Restore in script mode
Since commit v3.10.0-rc1~391^2~3 (Add directory property 'LABELS' and
CMAKE_DIRECTORY_LABELS variable, 2017-06-23) this command was
accidentally not allowed in script mode.  It was dropped because
`ctest -S` mode needs to start with CMake's normal script mode and
then replace the `set_directory_properties` implementation.  Restore
the normal `set_directory_properties` in script mode and then add
special logic to replace it in ctest.  Also add a test case.

Brad King 6be53c6695 CTest: Add options to control test process affinity to CPUs
In commit v2.8.0~170 (ENH: Added ctest test options PROCESSORS and
RUN_SERIAL, 2009-09-07) CTest learned to track the number of processors
allocated to running tests in order to balance it against the desired
level of parallelism.  Extend this idea by introducing a new
`PROCESSOR_AFFINITY` test property to ask that CTest run a test
with the CPU affinity mask set.  This will allow a set of tests
that are running concurrently to use disjoint CPU resources.

Pavel Solodovnikov 653b894683 Reduce raw string pointers usage.
* Change some functions to take `std::string` instead of
  `const char*` in the following classes: `cmMakeFile`, `cmake`,
  `cmCoreTryCompile`, `cmSystemTools`,  `cmState`, `cmLocalGenerator`
  and a few others.
* Greatly reduce using of `const char*` overloads for
  `cmSystemTools::MakeDirectory` and `cmSystemTools::RelativePath`.
* Remove many redundant `c_str()` conversions throughout the code.

Wouter Klouwen 695951bc46 CTest: introduce cmDuration
This commit introduces cmDuration as a typedef for
std::chrono::duration<double, std::ratio<1>>. It is less verbose and
provides for a point to put future common functionality for durations.

No functional change intended.

Brad King 548e8f6ffe CTest: Simplify std::chrono::duration<double> conversion to double
The ratio of ticks to seconds for this type is 1, so we can just use its
`count()` directly.  This also avoids converting through the integer
representation of `std::chrono::milliseconds`, which has a much smaller
allowed range.

Drop our `cmsysProcess_SetTimeout` wrapper as it is now very thin.
