Since commit 5420639a8d (cmExecuteProcessCommand: Replace cmsysProcess
with cmUVProcessChain, 2023-06-01, v3.28.0-rc1~138^2~8) we have not
actually terminated child processes on an `execute_process` timeout.
Similarly for other migrations from cmsysProcess to cmUVProcessChain.
Teach cmUVProcessChain clients that implement timeouts to actually
terminate remaining child processes when the timeout is reached.

Since commit 5420639a8d (cmExecuteProcessCommand: Replace cmsysProcess
with cmUVProcessChain, 2023-06-01, v3.28.0-rc1~138^2~8) we've
occasionally observed immediate timeouts on processes that take longer
than the timeout to start, even though we only start the timer after the
child processes start. The problem is that:
* `uv_loop_init` initializes `uv_loop_t`'s cached "now" time.
* Starting processes takes time but does not update the "now" time.
* `uv_timer_start` computes expiry relative the cached "now" time,
so short timers may be expired as soon as they are started.
* `uv_run` invokes expired timer callbacks before polling for I/O
or process completion, so we "timeout" immediately.
Fix this by updating the cached "now" time via `uv_update_time` just
before starting timers. This is needed only for timers that start
before the `uv_run` event loop. Update our `uv_timer_ptr` wrapper
to make all callers consider the choice when calling `start()`.
Since upstream curl commit `1a12663d06` (CURLOPT: bump `CURLPROXY_*`
enums to `long`, drop casts, 2025-07-28), the `CURLPROXY_*` constants
are integer literals instead of `enum curl_proxytype`. It turns out
that `curl_easy_setopt` has always expected a `long` anyway, and that
`curl_proxytype` is not documented for public use.

In commit f2596dfa0e (macOS: Work around bug in system curl 8.{3,4,5}
LibreSSL backend, 2024-07-16, v3.30.1~2^2) we tried to prefer
`secure-transport` on problematic versions of curl. However, the
`curl_global_sslset` setting must be applied before every
`curl_global_init` call, not just the first one. Otherwise a
second (or subsequent) download won't apply the work-around.
In a complex test environment, there may be a desire to add a test
property label to indicate context. Here is one such example:

Upon looking at the failed test summary, one can quickly decide whether
the failure might be expected or not.

Since commit d3cbee99e3 (macOS: Prefer building with system-provided
curl, 2024-05-09, v3.30.0-rc1~130^2~1) CMake uses the macOS-provided
curl, which uses the LibreSSL backend by default. This exposes us to
curl issue 12525, created and fixed by the following upstream curl
commits:
* commit `bec0c5bbf` (openssl: switch to modern init for
LibreSSL 2.7.0+, 2023-08-07, `curl-8_3_0~201`)
* commit `9f2d2290d` (openssl: re-match LibreSSL deinit with init,
2023-12-15, `curl-8_6_0~219`)
Work around the bug by preferring the secure-transport backend by
default on the problematic versions of curl.
Set the close-on-exec flag to prevent the jobserver FIFO file
descriptor from leaking to subprocesses spawned by `ctest`.
This leak is usually harmless, but can cause `make test -jN` to hang
at the end of the build if a test leaves a background process running
with the jobserver FIFO file descriptor open.

accidentally broke `RESOURCE_LOCK`. Fix it and replace the previous
test with one that would have caught this.

Add a dedicated `TLSVerify` ctest option and a `CTEST_TLS_VERIFY`
variable to control it. Deprecate `CurlOptions` because it exposes
internal implementation details.
Under job server integration, added by commit 80fe56c481 (ctest: Add
support for running under a make job server on POSIX systems,
2023-11-15, v3.29.0-rc1~324^2), use a very high default so that
parallelism is effectively limited only by available job server tokens.
Otherwise, choose a default limit based on the number of processors.
Also allow passing `0` to specify unbounded parallelism.

Test names can contain `#`. Since we ignore lines that do not match any
test names anyway, "commenting" can still work without explicit syntax.
Also drop whitespace trimming for similar reasons.

Add a `<Time>` element to Upload.xml that contains the Unix timestamp
when this file was generated. This matches the data recorded by CTest in its
other XML files.
