Teach the `$<TARGET_PROPERTY:...>` generator expression to check for a new `TRANSITIVE_LINK_PROPERTIES` property in the target's link closure to enable transitive evaluation of named properties through the link closure, including entries guarded by `$<LINK_ONLY:...>`.
