Charly Mourglia 89ff3ee779 VS: Add VS_DOTNET_DOCUMENTATION_FILE property 
Add a `VS_DOTNET_DOCUMENTATION_FILE` target property to tell VS
generators to add a `DocumentationFile` setting in `.csproj` files.
