Richard Dzenis 899376d070 VS: Allow specifying VCTools version with the ClangCL toolset 
Visual Studio supports specifying both:

    <PlatformToolset>ClangCL</PlatformToolset>
    <VCToolsVersion>14.32.31326</VCToolsVersion>
