Brad King 39534c58c5 Autogen: Add clang --target= flag to compiler predefines command 
Respect the compiler target value `CMAKE_<LANG>_COMPILER_TARGET` in
`CMAKE_<LANG>_COMPILER_PREDEFINES_COMMAND`.
