Domen Vrankar 5784ab8fca CPack/Deb: handle shlibs file generation when SOVERSION set to 0

Setting CPACK_DEBIAN_PACKAGE_GENERATE_SHLIBS did not
auto generate shlibs control file when .so version
of the library was set to 0.

Fixes #17318
