Brad King cf821ff3c4 Add deprecation warnings for policies CMP0067 and below
The OLD behaviors of all policies are deprecated, but only by
documentation.  Add an explicit deprecation diagnostic for policies
introduced in CMake 3.8 and below to encourage projects to port away
from setting policies to OLD.

For compatibility with older versions of CMake, try_compile is not honoring
language standard variables in the test project:

This warning is for project developers. Use -Wno-dev to suppress it.

CMake Deprecation Warning at CMP0067.cmake:[0-9]+ \(cmake_policy\):
The OLD behavior for policy CMP0067 will be removed from a future version
of CMake.
The cmake-policies\(7\) manual explains that the OLD behaviors of all
policies are deprecated and that a policy should be set to OLD only under
specific short-term circumstances. Projects should be ported to the NEW
behavior and not rely on setting a policy to OLD.
