* Wraps the llpkgc parser with cmPkgConfigParser
* Adds various resolution and mangling code under cmPkgConfigResolver
* Documents new command cmake_pkg_config(EXTRACT). Documentation is written with
  the assumption additional subcommands will be added soon.
* Adds various tests for the above
