Tell `pkg-config --libs` not to filter out `-L` flags for entries of `PKG_CONFIG_SYSTEM_LIBRARY_PATH` (and `LIBRARY_PATH` for `pkgconf`). We should always search everywhere the `.pc` file expects. Fixes: #22148
