Kyle Edwards 11f97d1968 find_package(): Refactor CMAKE_[SYSTEM_]IGNORE_PATH 
In the old implementation, CMAKE_[SYSTEM_]IGNORE_PATH was handled
in cmFindCommon. Move it into cmFindPackageCommand.
