Ben Boeckel f3cfde394a cmTargetSourcesCommand: allow INTERFACE C++ modules when imported 
`PUBLIC` filesets become `INTERFACE` upon installation. Allow
`INTERFACE` scopes for C++ modules when the target is imported.
