The GitHub Actions migration validation workflow was failing with exit code 1 after successfully running migrations. The logs showed:

1. Migrations ran successfully (001 → 018)

2. The workflow then tried to generate a test migration using `flask db migrate`
|
||||
3. The process compiled catalogs and initialized Alembic context again
|
||||
4. Then failed with exit code 1 without a clear error message

## Root Causes

### 1. TestingConfig Ignoring DATABASE_URL
|
||||
|
||||
**Location:** `app/config.py` lines 123-128
|
||||
|
||||
**Problem:** When `FLASK_ENV=testing`, the application used `TestingConfig` which **hardcoded** the database URI to SQLite:
