Gameini database updates/additions. Affects SONIC GEMS COLLECTION, Star Wars Bounty Hunter, Bomberman Jetters, Shamu's Deep Sea Adventures, Cabela's Outdoor Adventures, Tony Hawk's Pro Skater 3, Viewtiful Joe Red Hot Rumble, Spider-Man SD etc. Also fixes issue 4888.

GameConfig should now update from the dolphin-cheat-database SVN now, don't need to copy the INIs to this SVN anymore. :)
