Erik Arvidsson e164f8aeec Flow header after copyright (#2734)
This puts the flow header after the copyright header.

It also:
 * fixes the existing files to have valid headers
 * Makes sure the script can handle doctype

This is a js performance test rig which measures noms encoding/decoding along various axes.

As of July 7, these are the numbers I get on my Macbook Pro 2.7 i5.
