* Disassociate users from schools on school delete.

This PR alters the `DeleteEducationSchool` to also disassociate the
users that were associated with the to-be-deleted school.

* Add changelog.

* Remove punctuation from changelog.

* Remove redundant return statement.

* Skip when user not find.
