a54391e96f Force gem installation into GEM_HOME 
When `--user-install` is set in the gemrc config file, `gem` ignores
`GEM_HOME`. `--no-user-install` prevents this behaviour.

13eed4ac5b Fix ruby hooks when --format-executable is in gemrc 
I used this gemrc to break things (default on opensuse):
