9c3bbecab8 Add new docker_image language type. 
`docker_image` is intended to be a lightweight hook type similar to system /
script which allows one to use an existing docker image which provides a
hook.

f2644a4f2e Adds support for 'log_file' in hook config 
Specify a filename on a per hook basis and
pre-commit will write the STDOUT and STDERR
of that hook into the file. Useful for CI.

Resolves #499.
