12d51fd433 fix: use fallback module resolve for Node version < 10 
The "paths" option for require.resolve does not work in certain
versions of 8.x and 9.x.

ec87266fe0 feat(xdg-compliance): rc file location hierarchy (#1326) 
`vue-cli` now uses the following hierarchy for hosting its rc file:

* `VUE_CLI_CONFIG_PATH
* `XDG_CONFIG_HOME/vue/.vuerc`
* `HOME/.config/vue/.vuerc`
* `HOME/.vuerc`
