refactor: replace cache-loader with babel-loader's built-in cache ( #6142 )

It's supposed to have better performance.

Besides, this improves webpack 5 compatibilities as cache-loader is now
deprecated

feat: relex transpile includes + new transpileDependencies option

BREAKING CHANGE: To include a dependency for Babel transpilation, tapping
babel-loader and adding .include() will no longer work. Use the new
transpileDependencies option instead.
