The "paths" option for require.resolve does not work in certain versions of 8.x and 9.x. close #1486

This is the branch for
@vue/cli3.0.
Status: beta
Most of the planned features are in place but there may still be bugs. API may still change until we reach RC phase. Do not use in production yet unless you are adventurous.
Quickstart
npm install -g @vue/cli

yarn global add @vue/cli
vue create my-project
