(#828)Webpack dev client could not work when server is behind NAT network. Now, the dev client tries to connect to browser's window.location.

This is the branch for
@vue/cli3.0.
Status: beta
Most of the planned features are in place but there may still be bugs. API may still change until we reach RC phase. Do not use in production yet unless you are adventurous.
Quickstart
npm install -g @vue/cli
# or
yarn global add @vue/cli
vue create my-project
