Rong Ou fb2afef620 CUDA: Support nvcc symlinking to ccache 
Invoke `nvcc -v` to find the real CUDA bin directory.
This is needed if `nvcc` is a symlink to `ccache` or `colornvcc`.

Fixes: #21177
