Marc Chevrier 76f0bcdfb6 cmake_path: various updates ...

To follow discussions in #21385 and !5682:
* Fix bug in cmCMakePath::IsSuffix() method
* cmake_path(HASH) always normalized paths (NORMALIZE option removed)
