Use the pattern

  setlocal
  ...
  endlocal & call :cmErrorLevel %errorlevel% & goto :cmDone
  :cmErrorLevel
  exit /b %1
  :cmDone
  if %errorlevel% neq 0 goto :VCEnd

in custom commands to preserve the %errorlevel% from inside the
setlocal/endlocal block.
