Vadim Zeitlin 63bb4f5a6f Define SOCI_NOEXCEPT and use it instead of deprecated "throw()"

Add another C++11-like macro (similar to SOCI_OVERRIDE) which can also
be used in C++98 code.

The main advantage is that new code can now use SOCI_NOEXCEPT instead of
the old "throw()" and it will be possible to simply replace it with
"noexcept" after dropping C++98 support.

History

Originally, SOCI was developed by Maciej Sobczak at CERN as abstraction layer for Oracle, a Simple Oracle Call Interface. Later, several database backends have been developed for SOCI, thus the long name has lost its practicality. Currently, if you like, SOCI may stand for Simple Open (Database) Call Interface or something similar.
