Haoqun Jiang 1e5ba6b831 feat!: make vue serve/build aliases to npm run serve/build (#6115)
To avoid user confusion. Also allows us to focus more on CLI's core
functionalities.

## Getting Started
Install:
``` bash
npm install -g @vue/cli
# OR
yarn global add @vue/cli
```
Create a project:
``` bash
vue create my-project
# OR
vue ui
```
